GP says no and the city bares down

After six months of work to come to some reasonable compromises on the GP Pulp Mill effluent line license agreement with the City of Newport, GP execs in Atlanta, Georgia have sent word back that they refuse to sign.
"GP's refusal to sign the agreement recommended by the task force and adopted by the council leads us to such a difficult decision", Penelope McCarthy, city attorney wrote. "The pipelines we believe are currently occupied by GP (the 'north' and 'south' pipelines) are used without appropriate governmental protections and authorizations in place. This is not an acceptable situation to the council."
